Dubai: The career of the late Sheikh Ahmed bin Rashid Al Maktoum was closely linked to key milestones in the history of military and security work in Dubai. Throughout his career, he assumed leadership responsibilities in the military and security sectors and witnessed the development of the emirate’s institutions and the modernisation of their capabilities.The late Sheikh Ahmed bin Rashid received his military education at the Royal Military Academy Sandhurst in the United Kingdom before returning to Dubai and joining the Central Military Region base.He rose through the ranks until he assumed command of the base. During his leadership, the base underwent significant development, strengthening its position as one of the leading military facilities supporting the UAE’s national defence system.A significant milestone in his security careerThe year 1997 marked a major milestone in his security career. On 24 December 1997, the late Sheikh Maktoum bin Rashid Al Maktoum, then Ruler of Dubai, issued Decree No. 14 of 1997 appointing Sheikh Ahmed bin Rashid bin Saeed Al Maktoum as Deputy Chief of Police and Public Security in Dubai.The decree not only appointed him to the position but also authorised him to exercise the powers of the Chief of Police and Public Security in the latter’s absence, placing him among the emirate’s senior security leadership.Sheikh Ahmed bin Rashid assumed this responsibility at a time when Dubai was experiencing rapid urban, economic and population growth. These transformations brought increasing security demands and required the continuous development of policing capabilities, human resources and institutional structures.During his years in office, Dubai Police underwent successive stages of development and modernisation in parallel with the emirate’s transformation and the expansion of its economic, tourism and commercial sectors.Security remained one of the key pillars supporting this growth, whether through the protection of lives and property or by providing the safe environment necessary for society and the economy to thrive, as policing became increasingly specialised and professional.Promotion to the rank of Lieutenant GeneralHis career took another significant turn in April 2005 when His Highness Sheikh Mohammed bin Rashid Al Maktoum, then Crown Prince of Dubai, Minister of Defence and Chief of Police and Public Security, issued a decree promoting Sheikh Ahmed bin Rashid from Major General to Lieutenant General.The promotion came after several years of service as Deputy Chief of Police and Public Security.This period witnessed further expansion and modernisation within Dubai Police. Sheikh Ahmed bin Rashid continued to hold the rank of Lieutenant General, and his name remained closely associated with Dubai’s police and public security system.As a senior leader within the force, he witnessed an important era in the development and modernisation of the security apparatus. He was raised on love of the homeland and the values of leadership and chivalry. After graduating from the prestigious Royal Military Academy Sandhurst, he assumed responsibility within the Central Region military command in Dubai and later led it with efficiency and competence, becoming a model of loyalty and military professionalism.”Dhahi Khalfan said the late Sheikh Ahmed’s contributions extended beyond the military field to include the security, economic and sporting sectors.”I was honoured to work alongside him and always knew him to be sincere and deeply committed to the security, stability and progress of Dubai. In his role as Deputy Chief of Dubai Police and Public Security, he left a clear and lasting impact on the development of security work.”He added: “In sport, he had a strong leadership presence, particularly through his presidency of Al Wasl Club, where he contributed significantly to the club’s progress and sporting stature, in addition to the economic and social roles he undertook throughout his successful career.”Concluding his tribute, he said: “As we remember the virtues of the departed and his lasting national achievements, we mourn the loss of a loyal brother, a dedicated leader and a companion who devoted his life to serving Dubai and the United Arab Emirates.”A prominent national figureLieutenant General Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police, extended his sincere condolences to His Highness Sheikh Mohammed bin Rashid Al Maktoum and the Al Maktoum family.He said the UAE and Dubai had lost a prominent national figure who contributed to strengthening the armed forces and left a lasting legacy of dedication and service.Al Marri said Sheikh Ahmed bin Rashid embodied the values of loyalty, belonging and commitment to elevating Dubai’s standing, contributing to the service of the nation through the various responsibilities he held.He highlighted the late Sheikh Ahmed’s important role in supporting security and stability, particularly during his tenure as Deputy Chief of Police and Public Security in Dubai, when he contributed to the development of the security establishment and its capabilities.Al Marri added that Sheikh Ahmed bin Rashid represented a model of sincere national service, combining official responsibilities with social and humanitarian contributions while supporting Dubai’s comprehensive development across the security, economic and humanitarian sectors.He concluded by saying that Sheikh Ahmed bin Rashid’s contributions would remain a source of appreciation and pride, and prayed for Allah Almighty to reward him abundantly for his service.A lasting imprintLieutenant General Expert Rashid Thani Al Matroushi, Commander-in-Chief of Dubai Civil Defence, said Sheikh Ahmed bin Rashid was one of Dubai’s loyal sons.He said the late Sheikh Ahmed left a lasting imprint on security work through his role as Deputy Chief of Police and Public Security and his dedication to strengthening security, safety and the protection of Dubai’s achievements.Al Matroushi noted that Sheikh Ahmed worked alongside his brothers and his father, the late Sheikh Rashid bin Saeed Al Maktoum, during an important period in Dubai’s development and growth.He said: “We at Dubai Civil Defence remember his distinguished national career and his contributions with great appreciation.”Strengthening the foundations of securityKhalifa Ibrahim Al Seles, Chief Executive Officer of the Security Industry Regulatory Agency, said the UAE had lost one of its most loyal sons.He said Sheikh Ahmed bin Rashid successfully combined military and security responsibilities with support for sport, youth and humanitarian initiatives, setting an example of dedication and public service.Al Seles recalled the late Sheikh Ahmed’s contributions to consolidating security and stability in Dubai during his tenure as Deputy Chief of Police and Public Security and praised his role in enhancing institutional capabilities and protecting national achievements.”His legacy will remain present in the memory of future generations as a testament to a life dedicated to serving the nation and society,” he said.Legacy of national serviceAbdul Razzaq Ahmed Al Amiri, Executive Director of Erada Centre for Treatment and Rehabilitation in Dubai, also mourned Sheikh Ahmed bin Rashid, describing his passing as the loss of a national figure whose career was marked by years of dedicated service.”With the passing of Sheikh Ahmed bin Rashid Al Maktoum, the UAE has lost one of its men who faithfully carried the responsibility of serving the nation,” Al Amiri said.He added that Sheikh Ahmed left a clear mark on security work in Dubai through the many years he spent in positions of responsibility and was known for his humility, noble character and close relationship with people.”His career and achievements will remain part of the memory of national service, remembered with appreciation and pride.
